Our military organized under Clinton was the army which fought in Afghanistan and invaded Iraq. Fighting divisions take about 5 years to put together, train and equip. Those troops were organized in the late 90's to 2000.

Which means we now will need 5 years after the time Bush is out of office to heal, reequipment and put our national defense back together. Bush will be leaving our military in absolute tatters.
