It would still increase the risks to soldiers. You would likely reduce the resources per soldier, and certainly the total resources the soldiers could call on (because there would be less of them if for no other reason)

Sure, technically, but if Congress passed a bill this month that cut off ALL funding of soldiers by June 2008, voila, they would have implemented an effective deadline to force Bush to remove the US presence in Iraq by H1:2008.

The point is that it seems feasible to force the President's hand without endangering the soldiers, if that is really what they want to do.
