There are many in Congress who are arrogant. Just look at Kerry's claim that the heads of European government had crowned him in 2004. Some of these people from the left believe they are immune from scrutiny. There are certainly some from the right with the same delusions.

In the Constitution, conducting a UNIFIED foreign policy is one of the duty delineated for the federal government. It is only natural for Congress who tries to undermine the Constitution every day to escalate this to their undermining the duties of the Executive branch. Next thing you know, Congress will try to set up their own common currency; wait didn't they do that in the House Bank scandal?

The federal government has a policy of not negotiating with terrorists. If members of Congress are meeting with them, then those members need to be relocated to Leavenworth.
