Better yet, make every MOC report every penny they spend when traveling and claim it as personal expenditure, reimbursable or third party paid. That would create a paper trail that could lead to the uncovering of much graft that is probably appearing under the radar now. If they had to keep a log of where they went, let them explain what they are doing on the fifty yard line of the Superbowl when they claimed to be in Washington.
