It is when you then turn around and try to claim that it was all Democrats who held the same position. There is, you know, a diversity of opinions in the party. Some, like Harry, speak their mind. And then sometimes have to change their stance when the party as a whole decides to do something different. Or not, Harry could have kept his same position and defied the party. Happens much more often with the Democrats than with the Republicans. And even that might not have changed because, as far as I know, he never detailed what the circumstances under which he was willing to support the increase were. It is quite likely that Bush's plan doesn't meet any of the circumstances under which Harry was willing to support an increase.
