Buildings in cold climates are likely to have the pipes insulated or located on interior walls where they should be.

My mother lives in San Diego. They are having an unusual cold snap down there. She dropped a necklace down the drain accidentally and had trouble getting a plumber because the plumbers are out thawing pipes.
