It can be a recipe for bankruptcy or it can be a very ordinary and even wise action. It all depends on the circumstances.

Reducing hours doesn't have to mean massive reduction of hours. A small business might move one person to part time status, a big business might lay off a small number (or just hire less than they would have) and push the other employees to take up the slack. If that's a recipe for bankruptcy then I wonder why we haven't had a lot more bankruptcies, that type of action is very common. Of course its often do to other things besides tax increases but if it was a recipe for bankruptcy in the case of tax increases it should be in other areas as well.
