I do that on purpose, and it is my existential poetic license I am still trying to teach LC about-lol.

It has meaning. The meaning is, is it a declarative sentence, or is it a question-lol.

That is a post-modern valley girl speech pattern as well?
The rising inflection of the voice at the end of declamation signifies a social uncertainty and a seeking of acceptance by the Gen-X V-girl group?

The fact that this querulous expression mode has drifted into typed speech is a sign that the virtual electronic media's manipulative entry modes have hijacked temporal vocalization vogues in our chat-line psyche. I use the word manipulative advisedly herein, as it has been found that the hand and the voice are connected in the brain, and speech articulation is analagous with dextrous small limb movement. In other words our fingers follow our expression of words. This idea was know to the ancients as the very word articulation applies both to precision of patterns followed by the hand and fingers, as well as enunciation clarity.
