Depends on which direction they expand, of course. There's a load of water in between Iran and Dubai.

The more likely expansion, however, would be the oasis in Dubai expanding its influence over Iran. Dubai is a nice, pleasant place to live. The Iranians like it. Many Iranians come to Dubai, enjoy it for a vacation or for years of work, and go back home and can push Iran in the direction of Dubai. There are few people of Dubai that go to Iran, see their lack of freedom, and want to replicate it in Dubai.
