No doubt the people charged with administering the NCLBA were going to impose their views on it.

I've seen zero tolerance laws interpreted so tightly that normal people would rebel against it (like throwing a kid out of school for having a packet of Tylenol in her purse), for the express purpose of having it fail.

I've seen little old ladies get the third degree at the airport while people who might actually be capable of skullduggery are swept through.

People who administer things in the government are often not the people who support the regulations that come out of these laws. I think they try to make them fail in a very subtle way.
