Much energy conservation can be accomplished on the individual level, but tighter regulations would help. Right now a lot of electricity is wasted by electronic devices like TVs on standby. I have mine on a power strip, but its a pain the butt.

I would like to see these standards:

1) The standby mode should be optimized to use less power.

2) The remote control should enable the consumer to turn the device completely off, so that zero power is being used.

I honeymooned in Scotland back in '96. Amongst other things, we rented a 400 year old crofters cottage at the foot of Ben Nevis (not as romantic as it sounds). We had an electric meter in which you had to insert coins in advance. It was the standard in the areas in which we visited. The Scots are known for their frugality.
