I have been to Bedford and to New Bedford. I've also been to North, South and West Chicago.

Your argument is specious. What does a school in Bedford have to do with one in Chicago? Answer. They are both schools. They are not built by the same school district. Therefore using one as an example of failure in another is merely like saying that you and I live in different places and have different employer, but have the same job title, and surprise, we have different rates of pay. So what?

Show me two schools being built in the same school district with the same growth demographics and different level of finishes* and you have evidence.

* Barring some important exogenous factor such as one being built in a historic distinct.
