Its at least defacto decriminalized in the red light district of Amsterdam, or to a lesser extent in the whole country. I don't think people get arrested for mere use or small scale possession. Harder drugs are illegal though. But I'm not an expert on there situation.

More than anything, we should have a national drug policy that is consistent and fair from state to state.

There is something to be said for consistency from state to state, OTOH there is something to be said for federalism as well, both for constitutional reasons and for practical reasons. I don't think people smoking pot in Oregon effects Washington state much, let alone FL and Hawaii. I think states should properly be able to set what ever policy they want on this issue. They can coordinate policy without the federal government if that's what they want to do.
