Tim, its as if you live in a different country. Even if crime has declined since the 60s, crime in school has been on the increase:

Serious crime by youths is on the rise:

The number of juvenile murderers tripled between 1984 and 1994.

Youthful murderers using guns increased four-fold over the same period.

Juvenile gang killings have nearly quadrupled between 1980 and 1992.

In 1994, eight in ten juvenile murderers used a firearm, up from five in ten in 1983.

The number of juveniles murdered increased 82 percent between 1984 and 1994.

The nationwide juvenile arrest rate for violent crimes increased 50 percent between 1988 and 1994.

If crime explains the increase in costs, why is real per pupil spending is still going up at a good clip?

Think about it, Tim. You have people more prone to violence with each other; that suggests a host of problems:

Dyslexia and other learning disabilities, physical and sexual abuse at home, poverty, lack of discipline, poor prior education etc.

All of those conditions require extra effort by everyone and more staff. In one school I did my practicum there was this kid with a tendency towards violent behavior. He required a monitor to watch him while the teacher was teaching. Every day he was a problem. One day he pulled a pc monitor out of its base before anyone could get to him......his monitor had gone to the bathroom. The kid is supposed to be transferred to a special school but currently there are no openings. And trust me when I tell you, this kid is one of the lesser problems.......he's white, from a middle class background......they can be much worse.

These kids are violent not just with each other or with school property but they are violent with their teachers as well. And they cost a lot of money to educate.

I've told you before there is a real breakdown going on in our society that everyone seems to be ignoring. Teachers are reporting evidence of it, so are therapists, so are doctors etc. I can't imagine what this country will be like when these kids are adults.
