I wouldn't think of legalizing drugs without companion legislation that holds people accountable for behavior while under the influence, and no excuses for impaired judgment

Many states already make it illegal to drive while under the influence of drugs. Gets you a big fat DUI. I think tort and the criminal law would cover the rest just fine the way it is. If you kill someone while drunk, it's homicide whether you are intoxicated on alcohol or heroin.
