When I think of civil war I think of genocide. Our civil war was a long time ago, and modern civil wars have a different quality to them, imo.

The Lebanese civil war was VERY like Iraq. Ronnie Raygun had the good sense to cut and run from that one.

No armies, just neighbors killing neighbors because they are the "wrong" ethnic group.

That suggest that things have gotten worse since we got rid of Saddam Hussein. At least then they weren't running away from each other. Must have been a different calculus.
