By "what you want" I meant what you want in order to alleviate shortages and the suffering they cause.

A local business might not raise prices because it doesn't want to piss off its customers. OTOH that might just result in it running out of goods and being unable to supply the customers at all. From its own self interested perspective that might be preferable, but it increasing suffering rather then decreasing it.
