I don't think so either, but buying (or growing) and using illegal drugs isn't exactly a traffic violation. It is, perhaps with a few state/local exceptions, a criminal violation and it is not unreasonable to expect employees in a position to, for example, handle other people's money or with access to sensitive information to refrain from engaging in criminal activity as a condition of employment. If it were legal, then the only concern of employers would be effects on job performance or safety - just as with (non-abusive) alcohol consumption.
