No, that is how societies function. It isn't liberal elitists, whoever they may be. Now true, different people have different ideas, but there always are laws and rules, both written and unwritten. This is true in a couple, and it certainly is true in larger groupings. Now smaller groupings have the advantage that all those involved can have input, but that isn't a guarantee.

But that isn't stable. Which is why it has never been voluntarily implemented. The closest that anyone has come to that outside of when a civilization or country has disintegrated, was the Wild West. But that was a special set of circumstances and, when you strip away the Hollywood and fictional glamor, wasn't all that great. People were falling all over themselves to get a sheriff and a judge and get a set of laws so that disputes can be settled without shooting someone. Or that a small group that is ruthless and well-armed can do anything they want.
