you might have a point if the entire country was declared a disaster area but when one region is effected, parts in short supply can be trucked or flown into the effected area.

And public and private charities will do that. But they can't supply everything demanded by the effected area. If prices were allowed to rise more would be moved in to the effected region (which would then start bringing prices back down, closer to normal levels).
