Basic marketing: If something is desirable, raising the price can cause an increase in demand. Check a marketing textbook for examples. Again; Passing a law does little to reduce consumption of a substance. The public campaign to make the substance illegal might. That is why I said a revival has a better chance of producing the results you desire than does a law. Carrot, not the stick. Public perception has to change. It's very hard to beat the US public into anything. Consider how much money is wasted trying to do so. Current estimate is about $250.00 for every man woman and child in the US every year.
