Well, it already happens without the prices rising.

What already happens (with price controls) is that we often have shortages of things like gasoline, ice, generators, etc. We also have shortages of goods that aren't quite as crucial but would be desired. Meanwhile there are often massive quantities available outside the effected area, but there isn't enough incentive to move them. Some of this is made up for by government work, and charitable contributions, but not all.
