Again I didn't say there was no sustained profit, I only said there might not be. Builders and building products producers/sellers probably do make a sustained profit after a major disaster. Other people might not.

In any case I didn't and don't really care much about whether there will be a sustained profit. My main point is alleviating the current situation by encouraging more need goods and service providers to move the goods to or provide the services in the effected area in a rapid fashion. My secondary concern is the injustice of arresting or otherwise punishing people who are helping relieve the misery of the situation.

Actually building materials and services provide a good example of my point. Someone who lost a few shingles or had minor roof damage with no leaks, is unlikely to want to pay a huge amount extra for immediate service. Someone who has a hole in their roof is. For some it makes sense to pay a lot extra to get the work done quickly despite all the other demand, for others it makes more sense to wait to prices go down to a closer to normal level.
