Not really. The super-rich are few. Ordinary wealthy people still have an incentive to not play highly inflated prices for something they can do without for now, if the price will come in a reasonable period.

In this case "for some" is alternatively those with worse damage and more desperate need, or those with mild damage and no desperate need.
