No, not everyone can afford 10 X prices, but many so called "gougers" aren't charging 10X. Even the "fast buck artists" who charge 5 or 10X, are improving the situation of the buyer (or the buyer wouldn't buy), but they only represent a small part of the increased supply that can be brought in by increased prices. If the price is really 10X (and it usually won't be, and when it is that will only last for a very short time), then people with desperate need will pay the 10X, and even wealthy people without desperate need will not. And the higher prices will bring in more supply).

In many cases the prices might be more like 2X or even maybe more like 25to 50% extra. Gasoline in particular would be a resources that would be more efficiently rationed by higher prices, and which charity isn't likely to provide the desired qualities. But companies that have increased their prices (and not by anywhere near 10X) have condemned or even prosecuted. That's irrational and counterproductive. The higher market prices aren't causing a shortage they are the result of the shortage and help cure it.
