It would be far cheaper and easier in dollars and lives for Washington to enact laws to force rapid conversion to hybrids which get hands down superior mileage over conventional vehicles in city driving and rush hour commutes. Probably the most common and least efficient type of driving. The financial incentive is simply not there. Go compare the Civic hybrid to the Civic DX... pretty well the same trim level. Calculate your savings based on say .85 - .90 gas. I paid .67 yesterday. And you d not to drive a dinky little car to realise big savings. How fast do you you think we can get the oilsands up to snuff... How is that gonna impact our environment... what happens if NG returns to its traditional price relationship with oil.
