After a disaster, people are interested in more than just a few things, which we don't always have a huge supply of relative to use. (and I'm not talking about PS/3s) But fine, lets assume for the sake of argument that everything that's needed can just be rolled in from other areas, so then we have no shortage, and no incentive to pay extra, which results in no ability to charge extra. If your right, there is no need for laws against "gouging" because the "gougers" have no market.
