why is this "Arizona Clean Fuels" outfit trying to build a new refinery that is in part intended for Mexican crude?

I don't know where Mexico is having its crude refined now. Maybe logistically it makes sense. I do know that most of the experts believe that Mexico has peaked. Mexico's production numbers are verifying that opinion.

The entire future strip for crude is in complete forwardization. I have been following crude for about 8 years now and last friday was the first time that I have ever seen this. I always thought that it should trade this way and expect the future strip to look like this going forward.
