First of all, I don't buy your premise about smaller orders not saving them money. Especially if the reduction in price is only minimal. Applebee's has been doing this for years and their bottom line usually looks pretty healthy.

Secondly, Applebee's willingness to serve us half an order, with only a very slight reduction in price is precisely why we go there as often as we do. Armadillo, across the street, offers the same thing. One burrito instead of the usual two on the luncheon menu costs only one dollar less, fills us up and we go back because of their willingness to do so.

I fail to see how this wouldn't make good business sense to most places. In our case, it brings us in more frequently. I suspect others go back for the same reason.
