The action of a temporary troop addition appears to be the only workable means to achieve the end that you seek.

That's a ridiculous statement. There are numerous options for what to do in Iraq from here that are different than what has been done for the past 2-3 years.

Do you need me to make some up?

1- Add 210k US troops, instead of 21k.
2- Attempt to transfer authority to a UN led force a la Kosovo.
3- Section off the country, greatly reduce freedom of speech and travel, and free up the segments as they stabilize. Those that stabilize gain greater autonomy, those that don't are cut off from the rest of the country and world until their populations are reduced to stoneage dawdlers.

I could come up with more, certainly many more creative than increase the number of troops by 15%.
