I think in the long view, this would be a very good thing. Bush has proven that we've allowed the executive to assume WAY too much power. I'd like to return to the founder's intent, where a deliberative, slow moving Congress has to declare a war before the President can execute it. As in our LAST declared war, Congress can move very fast when we're attacked.
