It will just require that balance be the rule. Coombs doesn't cut it..

You either don't the facts, or you are being obtouse. Conservative talk shows get an audience, Liberal ones don't. The reason? They already have their outlets. NPR, PBS, ABC, CBS, NBC, CNN, MSNBC etc. Liberals just won't tune in to talk shows. So "Fair Use" means that Radio just doesn't do talk shows. That's what we had when Fair Use was law.
