Please prove your claim. Scooter Libby is accused of remembering unimportant details differently than another person who was deposed. Why is the other party not being charged with perjury? Perhaps perverse partisan preferences prevail.

Partisan Kennedy had to get his mandate expanded because made up charges were not originally covered.
