That may be the intent, but the proposed cap ensnares little guys like me. And unless they index that cap to inflation, I will get gouged deeper every year as the value of my insurance rises.

perhaps this discussion is a cap on executive health insurance. some get 100% paid health insurance as part of executive contract vs lower paid employees, it is another way to increase the executive compensation package and avoid income tax

I don't know how generous MCI is now, but when I worked at UUNET (part of then MCI-Worldcom) the company paid 100% of the health premiums for even lowly network monkeys like myself. Definitely the best health insurance I've ever had. :)
