That steel bar fallen down from the new Berlin Hauptbahnhof is an interesting incident. Very possible that the cause is linked to the money saving but highly destructive - at least to the architecture - modifications made by the City in order to save some money.

The architect was side stepped when they cut off an extended part of the roof covering the platforms. May well have contributed to higher air speeds in some narrow areas.

In spite of that "money saving" measure this construction got out of control while the costs only hit new highs.
