Kerry raised 200 million, the most in history, and kept 15 million. Some people think he ought to have spent every dime, but I'm sure he had his reasons. He definitely was not trying to lose or to pocket any money. It's possible he raised too much and didn't know what to do with the rest. As you may know, TV ads have to be booked well in advance. You can't just buy ads for tomorrow night.
