To my way of thinking Bush's ENTIRE 'surge' should be sent to Afghanistan to fight against the Taliban/Pakistan alliance, not to Iraq... in fact, *most* of our forces in Iraq theater should be redeployed out of central Iraq (out of all Sunni and Shiite areas, but maintaining forces in Kurdistan and Kuwait, Turkey, etc...) and INTO the Afghanistan/Pakistan border regions, or brought home --- where their increased strength will serve as a CLEAR warning to Pakistan:

"Either get your 'no-government' Tribal Regions, North and South Waziristan, under FIRM government control, expelling or killing the radicals, al Qaeda, Taliban insurgents, closing radical Madrassahs... or else WE WILL cross the borders and clean the area out."

Meanwhile, back in that artificial nation called Iraq... the Sunni / Shia civil war can play itself out fully, without our guys having 'targets' on their backs in the middle of the civil & religious war --- and BOTH SETS of radicals, the Iranian-backed Shia, and the Saudi-backed Sunni, can exhaust each other... in an all-Islamic civil war.

(This way, Western strategic goals can be achieved in both theaters....)
