NASD - Self-regulatory organization - lol

What's that supposed to mean?

Double zero! and 9s!

NASDAQ is a public, listed, for profit company. NASD is a regulator and a non-profit organization. NASDAQ runs the exchange (i.e. software and hardware). They pay NASD to provide regulatory services for the market.
