The Bush White House smeared Kerry in 2006 for a reason. He wasn't running for anything. So why did they take 48 hours of valuable spin time to focus on Kerry for an obvious botched joke? Because Rove is looking ahead, that's why, and he doesn't want Kerry to run again. because Rove knows all the 2004 smears will be totally useless in 2008. They're all garbage and everyone knows it now except the most gullible dittoheads on the far right. But the smearing backfired. Sure it hurt Kerry some, but it hurt ther White House and Republicans even more. Kerry basically took a bullet for the team.
