But, Bush DID say, many times, that the effort in the Middle East would be a long-term affair, continuing well past his presidency, and that it wouldn't be cheap or without loss of American lives. He made that point emphatically even before the committment began in Af'stan.

"The effort in the Middle East" and military occupation of Iraq are not quite the same thing. The "effort in the ME" has been going on for more than 100 years. Everyone supports any efforts to improve the situation in the ME. Bush didn't need Congressional approval for efforts to improve the ME.

The military intervention to remove Saddam's regime from power is a specific event which required Congressional (and hopefully public) approval. I doubt you can find a pre-invasion speech by Bush saying we expect to be fighting in a hostile Iraq for the next 5 years.
