The 'equal time' FCC regulations (that we had in-place from the dawn of TV until, what?, they were changed in the Bush I admin. I think?)... did NOT work that way. They APPLIED to news programs (the 'evening news, etc.), broadcast over the public airwaves. An Entertainment show like a talk radio show or other 'entertainment personality-driven' type show would not be 'banned' if the old rules were reestablished. (Now... I can't say anything about if some totally NEW sort of legislation were drafted, of course.)
