The new proposal declared Bush's strategy "a failure before it has a chance to be implemented," Graham said in a statement.

Duh! Graham, EVERYTHING that the Dumbyass has tried in Iraq has proven to be a failure. Given such a wonderful track-record, do we really have to wait before this next one proves to be yet another failure in a string of failed strategies???!!!
