re: You know things are bad when companies are willing to go through the extra cost of installing pollution controlling devices.

Most good companies know how to weigh current investment vs. future risk (financial and environmental). They are just doing what smart companies do...

Although with some there is economic self interest. GE for instance stands to gain as they have positioned themselves as a major supplier of renewable infrastructure; from nuke plants to wind turbines. Nothing wrong with that... GE ain't dumb when it comes to projecting the future and we need smart folks like that.

"You know things are bad when companies are willing to go through the extra cost of installing pollution controlling devices."

It never has been a problem with most companies. As long as everyone has the same requirement, it is just another cost. The problem comes in when there are exemptions for some companies. Then everyone tries to get into that pool.
