EP, I think it will be recognized by the majority of the electorates that a <<better president>> would be painful for most, and so the system will not put in place a better president in the true sense, for the place cannot afford one.

As to reversion to the true mean, that is precisely what is happening to the hegemon, particularly relative to other places.
