It's my opinion that the "challenges" referred to relate to the US and Israel's threats for war with Iran. China has commercial interests in Iran and Iran supplies a lot of China's oil. In the circumstances, China could very well sell the satellite-destroying rocket to Iran and that would stuff the US and Israel's surveillance of Iran and therefore their machinations towards war. Without GPS, the cruise misslies don't work.
