There is no way of knowing who is long or who is short the puts and why. You're guessing that it's hedge funds selling naked puts. I disagree.

There is very little naked option sellers. Nearly all option sellers are delta hedged. That's the reason for the low volatility.

Down markets get bought and up markets get sold by the option sellers.
