Atta, who carried out 9/11, became virulently anti-American and anti-semetic while in Germany. He may have conceived the idea of the 9/11 attacks himself, and taken the idea to Al Qaeda representatives as you would take an idea to VC capital folks (although we don't know much at all about this). I don't think the strands of Al Qaeda are understood well, and I think this misunderstanding of its structure- which I think is loose, and franchise like (at most), and opportunistically associative much of the time- is not the kind of structure that makes it easy to know who did what, and who is responsible for what.

We know Atta is "rumored" to have met with Osama, but that's it. He was in Afghanistan, presumably training- for something, with someone- but for his own plan, someone else's plan- who knows? We know the CIA followed him in Germany- and then...stopped, without telling the FBI about him when he came to this country.

I don't think you can trust Salih any further than you can throw him. Kurds and Iranians- both wanted the US to invade and depose Saddam.

As for links between Al Qaeda and Zarqawi- I think what this Asia Times article says is probably close to the truth:

I think Saddam tried to have Zarqawi arrested and couldn't find him. We actually have post-war info on that- and the post war info does tend to be better. I suspect Saddam didn't know Zarqawi was in Baghdad- or at least didn't know it soon enough to catch him, but if there's ever any evidence he did know, I'd be happy to change my mind. Unfortunately...no evidence. I already stated what I think about IIS and ANSAR links. I think if Iraq could have infiltrated ANSAR and used it, and spied on it, they would have- but that is not the "cooperative" and "supportive" link you are looking for, NOR does it get you anywhere close to proving Saddam in any way supported 9/11. I think even Cheney has backed off that assertion. Remember, this all started because i asked you for a link between 9/11 and Saddam. So far you've given no credible link. NONE.

My mistake. I thought you were saying there was a link between 9/11 and Saddam through Zarqawi- who as far as I can see had nothing to do with 9/11 (or with Saddam, for that matter).

I too would expect Saddam to enjoy 9/11. But unless he were very desperate, and in extremis, he wouldn't ally himself with Al Qaeda. Right before the invasion? Sure. Quite possible. All hope is pretty much gone for him at that point.
