"isn't that clear enough?" A little detail would be extremely helpful! WHO said WHAT? Is there a BILL being proposed? Is there any language to look at? (Like I've said: I don't see ANY PROBLEMS for 'talk radio' if the TRADITIONAL 'Fairness Doctrine' is reimposed by the FCC....) But I can't comment if there is something totally different being proposed somewhere... that I've never heard of.
