Sure, in common parlance, but the action is not redistributionist.

I can take some veggies from the left crisper drawer in my fridge and move them to the right one and the veggies are redistributed. But it's not redistributionist. You have to take something that belongs to Peter to pay Paul before it's redistributionist. If you simply rejigger Peter and Paul's relative burdens, I don't think that counts.
