How is Bush supporting something an argument for it? Esp, if as you think its an evasive move?

With global warming you have a highly uncertain risk.

Weighed waaayyy up by massive potential consequences.


The truly massive negative consequences are unlikely, and also not near term things (and balanced by possible positive consequences). The massive efforts to prevent it, could be insufficient, or could be unnecessary, and if you decide to go that route are certain, and start quickly. There are a lot of possible scenarios with potentially disastrous consequences, but we don't generally spend trillions (perhaps eventually quadrillions, at least in nominal dollars) on combating them if we don't know that the spending is necessary and sufficient to deal with the negative possibilities.
